  • Description Sculpted by ancient water flowing on the surface, Mawrth Vallis is one of the most remarkable outflow channels on Mars. The valley, once a potentially habitable place, is one of the main features of a region at the boundary between the southern highlands and the northern lowlands.

  • Mawrth Vallis takes centre stage in this image, a bird’s eye view of a 330 000 sq km area surrounding the valley. With a length of 600 km and a depth of up to 2 km, it is one of the biggest valleys on Mars. Huge amounts of water once passed through it, from a higher elevation region, part of which is shown in the lower right of the image, into the northern plains, in the top left.

  • Among the remarkable features are the large exposures of light-toned phyllosilicates (weathered clay minerals) that lie along its course. Phyllosilicates on Mars are evidence of the past presence of liquid water and point to the possibility that habitable environments could have existed on the planet up until 3.6 billion years ago.

  • A dark cap rock, remains of ancient volcanic ash, covers many of the clays and could have protected traces of ancient microbes in the rocks from radiation and erosion. This makes Mawrth Vallis one of the most interesting regions for geologists and astrobiologists alike. It is one of the candidate landing sites for ExoMars 2020, a joint mission between ESA and Russia, with the primary goal of finding out if life once existed on

  • The name comes from the Welsh word for Mars (“Mawrth”) and the Latin for valley (“Vallis”). This mosaic was created using nine individual images taken by the high-resolution stereo camera on ESA’s Mars Express spacecraft, which has been orbiting Mars since late 2003. It is one of a set of images of this region previously published on 7 July 2016 on the DLR website and the homepage of the Freie Universität Berlin

El mosaico marciano de Mawrth Vallis

Horadado por el agua que antiguamente fluía por la superficie del planeta, Mawrth Vallis es uno de los canales de desbordamiento más destacados de Marte. El valle, que llegó a ser un lugar potencialmente habitable, constituye una de las principales formaciones de una región situada entre las altiplanicies del sur y las tierras bajas del norte.
Mawrth Vallis protagoniza esta imagen, una vista de pájaro del área de 330.000 km2 que lo rodea. Con 600 km de longitud y hasta 2 km de profundidad, este valle es uno de los de mayor tamaño en el planeta. Grandes cantidades de agua llegaron a atravesarlo, desde una región más elevada, parte de la cual aparece en la esquina inferior derecha de la fotografía, hasta las llanuras del norte que se ven en la esquina superior izquierda.
Entre las figuras más representativas encontramos grandes cantidades de filosilicatos (minerales arcillosos erosionados) en color claro a lo largo del curso del valle. Los filosilicatos en Marte evidencian la presencia en el pasado de agua líquida y apuntan a la posibilidad de que hubieran existido entornos habitables en el planeta hasta hace unos 3.600 millones de años.
Una roca impermeable oscura, procedente de antiguas cenizas volcánicas, cubre mucha de estas arcillas y podría haber protegido restos de antiguos microbios de la radiación y la erosión. Esto hace que Mawrth Vallis sea una de las regiones de mayor interés para geólogos y astrobiólogos. Se trata de uno de los candidatos para el aterrizaje de ExoMars 2020, una misión conjunta de la ESA y Rusia que tiene como principal objetivo averiguar si alguna vez hubo vida en Marte.
El nombre del valle procede de la denominación de Marte en galés (“Mawrth”) y del término en latín para valle (“Vallis”). Este mosaico se ha creado a partir de nueve fotografías independientes tomadas por la Cámara Estéreo de Alta Resolución de la sonda Mars Express de la ESA, que lleva orbitando el Planeta Rojo desde finales de 2003. Forma parte de un conjunto de imágenes de esta región publicado previamente el 7 de julio de 2016 en la página del DLR y la de Freie Universität Berlin.

  • Description Ariane 5’s powerful solid rocket booster is the largest produced in Europe generating 700 tonnes of thrust for liftoff.
    Regularly test firings are made to demonstrate the motor’s capabilities and qualify improvements in design.
    On 8 September a test firing at Europe’s Spaceport in Kourou, French Guiana, ensured again that Ariane 5 launcher qualification, reliability and performance levels are maintained.
    The test is a collaboration between ESA and France’s CNES space agency under ESA’s Launchers Exploitation Accompaniment Programme, LEAP, to guarantee independent access to space for Europe.
    This video shows the test and it’s preparation. It includes interviews in French with Giorgio Mastrangelo, ARTA 6 Project Manager, Europropulsion, Vincent Favier, ARTA 6 Project Manager, CNES, Brice Santerre, ARTA 6 Project Manager, Airbus Safran Launchers and Charline Dutertre, ARTA 6 project Manager, ESA.

  • Description Large chunks of broken ice float in east-central Kazakhstan’s Alakol Lake in this Copernicus Sentinel-2 image from 5 April 2016.
    This salt lake usually freezes for about two months at the end of winter, and breaks up in early spring – as we can see happening here. The lake’s mineral-rich water and mud is considered to be therapeutic, and tourists often visit the lake’s northern shores to remedy skin ailments.
    Alakol means ‘multicoloured lake’ – and we can clearly see varying shades of green and blue depending on the depth, sediments flowing in from rivers and streams and phytoplankton. The two smaller, shallower lakes to the northwest are Kosharkol and Sasykkol.
    The Alakol–Sasykkol lake system is both a Ramsar Wetland of International Importance and a UNESCO Biosphere Reserve. It is an important migratory stop and nesting area for a variety of water birds, including the Dalmatian Pelican and Greater Flamingo.
    In the lower-left corner of the image we can see agricultural structures in an alluvial fan. The triangular fan is formed when water runoff from the Dzungarian Alatau mountains (not pictured) hits the plain and spreads out, leaving behind fertile soil.

Summer fireworks on Rosetta’s comet

23 September 2016 Brief but powerful outbursts seen from Comet 67P/Churyumov–Gerasimenko during its most active period last year have been traced back to their origins on the surface.
In the three months centred around the comet’s closest approach to the Sun, on 13 August 2015, Rosetta’s cameras captured 34 outbursts.
 

Guide to comet activity
 
These violent events were over and above regular jets and flows of material seen streaming from the comet’s nucleus. The latter switch on and off with clockwork repeatability from one comet rotation to the next, synchronised with the rise and fall of the Sun’s illumination.
By contrast, outbursts are much brighter than the usual jets – sudden, brief, high-speed releases of dust. They are typically seen only in a single image, indicating that they have a lifetime shorter than interval between images – typically 5–30 minutes.
A typical outburst is thought to release 60–260 tonnes of material in those few minutes.
On average, the outbursts around the closest approach to the Sun occurred once every 30 hours – about 2.4 comet rotations. Based on the appearance of the dust flow, they can be divided into three categories.
One type is associated with a long, narrow jet extending far from the nucleus, while the second involves a broad, wide base that expands more laterally. The third category is a complex hybrid of the other two.
“As any given outburst is short-lived and only captured in one image, we can’t tell whether it was imaged shortly after the outburst started, or later in the process,” notes Jean-Baptiste Vincent, lead author of the paper published today in Monthly Notices of the Astronomical Society.
“As a result, we can’t tell if these three types of plume ‘shapes’ correspond to different mechanisms, or just different stages of a single process.
"But if just one process is involved, then the logical evolutionary sequence is that an initially long narrow jet with dust is ejected at high speed, most likely from a confined space.
"Then, as the local surface around the exit point is modified, a larger fraction of fresh material is exposed, broadening the plume ‘base’.
"Finally, when the source region has been altered so much as not to be able to support the narrow jet anymore, only a broad plume survives.”
 

Summer outburst sources
 
The other key question is how these outbursts are triggered.
The team found that just over half of the events occurred in regions corresponding to early morning, as the Sun began warming up the surface after many hours in darkness.
The rapid change in local temperature is thought to trigger thermal stresses in the surface that might lead to a sudden fracturing and exposure of volatile material. This material rapidly heats up and vaporises explosively.
The other events occurred after local noon – after illumination of a few hours.
These outbursts are attributed to a different cause, where the cumulative heat makes its down to pockets of ‘volatiles’ buried beneath the surface, again causing sudden heating and an explosion.
“The fact that we have clear morning and noon outbursts points to at least two different ways of triggering an outburst,” says Jean-Baptiste.
But it is also possible that yet another cause is involved in some outbursts.
“We found that most of the outbursts seem to originate from regional boundaries on the comet, places where there are changes in texture or topography in the local terrain, such as steep cliffs, pits or alcoves,” adds Jean-Baptiste.
 

Cliff collapse and comet activity
 
Indeed, the fact that boulders or other debris are also seen around the regions identified as the sources of the outbursts confirms that these areas are particularly susceptible to erosion.
While slowly eroding cliff faces are thought to be responsible for some of the regular, long-lived jet features, a weakened cliff edge may also suddenly collapse at any time, night or day. This collapse would reveal substantial amounts of fresh material and could lead to an outburst even when the region is not exposed to sunlight.
At least one of the events studied took place in local darkness and may be linked to cliff collapse.
“Studying the comet over a long period of time has given us the chance to look into the difference between ‘normal’ activity and short-lived outbursts, and how these outbursts may be triggered,” says Matt Taylor, ESA’s Rosetta project scientist. 
“Studying how these phenomena vary as the comet progresses along its orbit around the Sun give us new insight into how comets evolve during their lifetimes.”

Las breves pero potentes emisiones vistas en 67P/Churyumov-Gerasimenko durante su periodo de mayor actividad el año pasado han sido analizadas hasta dar con su origen en la superficie del cometa. 
En los tres meses alrededor del 13 de agosto de 2015, fecha del máximo acercamiento del cometa al Sol, las cámaras de Rosetta capturaron 34 emisiones.

Estos violentos estallidos iban mucho más allá de los chorros y flujos de materia que suelen salir expulsados del núcleo del cometa. Estos aparecen y desaparecen con precisión cronométrica en cada rotación, sincronizándose con la salida y la puesta del Sol en el cometa.
Por el contrario, las emisiones son mucho más brillantes que los chorros; se trata de breves proyecciones de polvo a alta velocidad. Normalmente solo se llegan a verse en una imagen, lo que indica que su duración es inferior al intervalo de captura, que es de entre 5 y 30 minutos.
Se cree que, en esos pocos minutos, cada emisión puede liberar entre 60 y 260 toneladas de materia.
De media, las emisiones alrededor del máximo acercamiento al Sol se produjeron una vez cada 30 horas, cada 2,4 rotaciones del cometa. Basándonos en la aspecto del flujo de polvo, podemos dividir las emisiones en tres categorías:
La primera se asocia a un chorro largo y estrecho, que se va alejando del núcleo. El segundo tipo de emisión implica una base ancha que se expande más hacia los lados. La tercera categoría muestra un complejo híbrido de los dos tipos anteriores.
“Como las emisiones son tan cortas que solo se capturan en una imagen, no podemos afirmar si una determinada imagen se capturó poco después de comenzar la emisión o más tarde en el proceso —explica Jean-Baptiste Vincent, autor principal del artículo publicado hoy en Monthly Notices of the Astronomical Society—. Así, no podemos saber si estos tres tipos de columna corresponden a distintos mecanismos o si se trata de distintas etapas de un único proceso”.
“No obstante, si se trata de un solo proceso, la secuencia evolutiva lógica sería que un chorro largo y estrecho de polvo se expulsa a alta velocidad, probablemente desde un espacio confinado.
“Después, a medida que cambia la superficie alrededor del punto de partida, un área mayor de materia nueva queda expuesta, ampliándose la ‘base’ de la columna”.
“Finalmente, cuando la región de origen se ha visto alterada hasta el punto de no poder soportar más el chorro, lo único que sobrevive es esa columna más ancha”.
 

Las fuentes de las emisiones veraniegas
 
La otra cuestión clave es qué origina estas emisiones.
El equipo descubrió que algo más de la mitad de estos eventos se producían en regiones correspondientes a la primera hora de la mañana, cuando el Sol comenzaba a calentar la superficie tras varias horas de oscuridad.
Así, se cree que el rápido cambio de la temperatura local provoca unas tensiones térmicas en la superficie que podrían llevar a la fracturación y exposición repentinas de materia volátil. Esta materia se calentaría con rapidez y terminaría por evaporarse de forma explosiva.
El resto de eventos se produjo tras el mediodía local, cuando la superficie había permanecido iluminada varias horas.
Estas emisiones se atribuyen a otra causa: el calor acumulado llegaría a bolsas de componentes volátiles enterrados bajo la superficie, provocando una vez más su calentamiento y estallido repentinos.
“El hecho de que existan puntos de emisión evidentes en la mañana y el mediodía indica, como mínimo, dos desencadenantes distintos para las emisiones”, reconoce Jean-Baptiste.
Pero también es posible que algunas emisiones tengan otra causa.
“Hemos visto que la mayoría de emisiones parecen originarse en los límites regionales del cometa, lugares con cambios en la textura o topografía del terreno local, como acantilados, fosas o nichos”, añade.
 

Derrumbe de acantilados y actividad cometaria
 
Efectivamente, el hecho de que también se aprecien rocas y otros residuos alrededor de estas regiones, identificadas como fuentes de las emisiones, confirma que estas áreas son especialmente susceptibles a la erosión.
Aunque se cree que la lenta erosión de la caras de los acantilados es responsable de algunos de los chorros regulares y más prolongados, el debilitamiento de una de estas paredes también podría provocar su derrumbamiento repentino, de noche o de día. Este derrumbamiento expondría cantidades sustanciales de materia nueva, lo que podría provocar una emisión aunque la región no estuviese expuesta a la luz solar.
Al menos uno de los eventos estudiados se produjo en la oscuridad, y podría deberse al derrumbamiento de uno de estos precipicios.
“El estudio prolongado del cometa nos ha permitido observar la diferencia entre la actividad ‘normal’ y las emisiones de corta duración, así como sus posibles desencadenantes”, aclara Matt Taylor, científico del proyecto Rosetta de la ESA. 
“Al analizar cómo estos fenómenos varían a medida que el cometa recorre su órbita alrededor del Sol obtenemos nuevos datos sobre la evolución de los cometas a lo largo de su vida”.

  • Description Earlier this month, the team at ESA’s deep-space tracking station at Cebreros, near Madrid, Spain, ran a series of test flights to image the antenna using a Dji Phantom 3 drone controlled with an iPad.
    The team are trialling the use of a drone to perform routine maintenance inspections of the station’s massive 35 m-diameter dish. It may also be effective for inspecting the site’s fencing and other facilities.
    We’ve cut some of the video they recorded into a half-minute teaser (see below), which provides excellent views of the gorgeous white station, the site and its buildings and the surrounding countryside.
    “We really see the effect of the forest fire that occurred few years ago – there are no pine trees any more on the drive from the hill hosting the so-called 'calibration tower' to the antenna – and we can also see the benefits of our well-maintained firebreak, which saved the station during the same forest fire,” says Lionel Hernandez, station manager.
    ESA’s Cebreros station sits 77 km west of Madrid. It provides routine communication with deep-space missions such as Mars Express, Gaia and Rosetta.

At a time when sea-level rise is flooding cities in the U.S. Southeast, harmful algae blooms are threatening seashore communities, and climate change is affecting fisheries just offshore, how do we coexist with our coastlines?
To answer that question, the National Science Foundation (NSF), through its Coastal SEES (Science, Engineering and Education for Sustainability) program, has funded a third set of awards totaling $13 million to study coasts in the U.S. and around the world.
The program is largely supported by the Division of Ocean Sciences in NSF's Directorate for Geosciences. It funds research on the sustainability of coastal systems, the swaths of land closely connected to the seas -- including barrier islands, wetlands, mudflats, beaches and estuaries, as well as coastal cities, towns, recreational areas, maritime facilities -- as well as the continental seas and shelves and the atmosphere.
"Coastal systems are crucial to regional and national economies, and to human safety and sustainability," says Rick Murray, director of NSF's Division of Ocean Sciences. "This third set of Coastal SEES awards will help us preserve our coasts at a time when they're under pressure from all sides, including sea-level rise, changes in storm intensity and frequency, ocean acidification, and development of coastal lands."
We've left a large footprint in coastal sands. In the year 2000, more than half the world's human population lived in coastal areas. By 2025, that number is expected to rise to 75 percent. By 2020, if current population trends continue, the crowded U.S. coast is projected to see its population grow from 123 million people to nearly 134 million.
NSF's new Coastal SEES projects address topics such as: apex predators, ecosystems and community sustainability in Alaska; climate change, management decisions and ecological functions in Chesapeake Bay; climate change effects on fisheries in the California Current ecosystem; new modeling tools to predict ocean acidification effects on coastal ecosystems; and landscape dynamics, mass balance and network connectivity for a sustainable Ganges-Brahmaputra Delta.

Have you looked closely at a stream, lake or woodland and observed changes in it over time? That's exactly what scientists are trying to do on a larger, regional-to-continental scale -- a macrosystems biology scale.
Macrosystems biology might be called biological sciences writ large. To better detect, understand and predict the effects of climate and land-use changes on organisms and ecosystems at these large scales, the National Science Foundation (NSF) Directorate for Biological Sciences has awarded $15.9 million for 12 new MacroSystems Biology and Early NEON (National Ecological Observatory Network) Science projects.
Early NEON Science grants go to projects that don't otherwise fit into the macrosystems biology focus on regional- to continental-scale questions, but use or leverage NEON data and/or NEON samples and specimens to address innovative ecological or other biological questions, or develop analytic or computational tools that enhance the use and value of NEON data.
How will the biosphere respond to natural and human-induced changes across a range of time and space scales? What is the pace and pattern of these responses? What are the effects on ecosystem services -- such as the availability of freshwater -- across regions and continents?
"Our current understanding of the biosphere is largely based on knowledge derived from small plot research or from satellite-scale remote sensing," says James Olds, NSF assistant director for Biological Sciences. "But the basic scientific knowledge needed to predict the consequences of climate and land-use change, or invasive species effects on living systems, is difficult to obtain from studies conducted at local or global scales. We need to look at them at the regional-to-continental scale."
That's where NSF's MacroSystems Biology and Early NEON Science awards come in, says Olds. "They allow us to study issues that have become critical to the future of our planet in ways that will foster a new understanding of, for example, the ecology of major cities and the water quality of lakes in the continental U.S."
A significant part of these new approaches involves the integration of biology with other fields, including the geosciences, engineering, mathematical and physical sciences, and social, economic and behavioral sciences.
How are regional-scale processes in plant and animal invasions, and in disease transmission, shaped by continent-wide environmental and land-use patterns? How can continent-wide data lead to better forecasts of disease outbreaks? How do invasive species and infectious diseases arrive at new locations, sometimes across great distances?
MacroSystems Biology and Early NEON Science investigators are seeking answers.
Among the topics awardees will address are: forest function from genes to canopies; how local and migratory foraging affects networks of plants, pollinators and pathogens; alternative ecological futures for the "American Residential Macrosystem" (our homes and lawns) in six study cities from Boston to Los Angeles; and "mice-o-scapes": understanding the effects of climate and landscape change on small mammal ecology over the past 100 years.
The projects crisscross regions and continents, and bring together scientists from biological sciences, geosciences and other fields in an effort to find out what makes Earth's biosphere tick.

  • Description A vintage view of a pivotal element of ESA’s test centre in the Netherlands: this is the 16.4 m-high concrete-filled steel door to the Large European Acoustic Facility being raised into position in June 1989.
    Today’s LEAF subjects satellites to the same noise a launcher produces as it takes off and flies through the atmosphere. The door helps to keep surrounding vibration-sensitive test facilities screened off from this extreme noise.

Pedro Pablo Kuczynski Godard : Presidente de la República Peruana; que la gobierna con ironía, como un "Super Chacota".....

Hola amigos: A VUELO DE UN QUINDE EL BLOG., en el Perú, desde el 28 de Julio del 2016; tenemos un nuevo Presidente el economista: Pedro Pablo Kuczynski Godard,, quien ganó las Elecciones Presidenciales, con una rara y jocosa campaña; la muchedumbre que lo eligió, tomó en cuenta  las expresiones con clara CHACOTA (*), con que se refería a sus rivales; y más con la ayuda del odio visceral contra la adversaria: Keiko Sofía Fujimori Higuchi,  en la Segunda Vuelta Electoral, la venció ajustadamente, con un poco más de 41,000 votos, que tal vez si hubiese ganado ella, si el ahora ex presidente Ollanta Humala Tasso, no hubiese inmovilizado a los votantes policiales y militares con clara inclinación a la candidata Fujimori, quienes fueron impedidos en sufragar en la Segunda Vuelta, fue una ayuda estratégica con evidente éxito, seguramente más tarde le pagarán a Ollanta este "favorcito".

El presidente de la República, Pedro Pablo Kuczynski, concedió su primera entrevista como mandatario al diario español El País y aseguró que el fujimorismo tiene "malas maneras" en el inicio de su mandato, pero que no le afecta.

."No todos los 73 congresistas de la bancada fujimorista son miembros del partido, habrá como 30 que se subieron al carro creyendo que ella ganaba y que recibirían una prebenda. Lo que hay que trabajar desde un punto de vista completamente egoísta es jalarse a algunos de esos. Si no lo hacemos va a ser difícil trabajar en el Congreso, más allá de la pequeña luna de miel que ojalá tengamos en las próximas semanas. Pero no espero una gran colaboración, espero que sean neutralmente tolerantes"
El presidente de la República también habló sobre la mayoría de Fuerza Popular en el Congreso, explicando que habrá que "seducir" a algunos.(RPP Noticias)

El presidente de la República, Pedro Pablo Kuczynski, concedió su primera entrevista como mandatario al diario español El País y aseguró que el fujimorismo tiene "malas maneras" en el inicio de su mandato, pero que no le afecta
'Desjoder el Perú'. "Bueno, aún hay mucha gente que está jodida. Hay que desjoder Perú y eso cuesta plata. Tenemos que buscar una política centrista: poner mucho énfasis en el lado del bienestar donde estamos muy atrasados —salud, agua, educación— y, del otro lado, necesitamos una economía de mercado que financie todo eso", dijo en referencia a la novela Conversación en La Catedral de Mario Vargas Llosa.

El presidente Pedro Pablo Kuczynski (PPK) comentó las expresiones del arzobispo de Lima, cardenal Juan Luis Cipriani, quien el sábado dijo que los abusos contra la mujer:
 "son muchas veces porque la mujer se pone como que en un escaparate, provocando" .
 PPK dijo al respecto, en un breve diálogo con la prensa en Palacio de Gobierno:
"Estoy seguro de que él [Juan Luis Cipriani] no ha querido decir lo que se interpreta" .

UN ASUNTO QUE NUNCA SE HA ACLARADO:

El verano del 69: PPK y la página 11 en la maletera [CRÓNICA]

El ‘trolleo’ de campaña ha difundido esta historia: PPK robó la página 11, la mítica hoja del contrato entre el Perú y la International Petroleum Company (IPC) que, al desaparecer, provocó tal escándalo que Juan Velasco lo usó de coartada para derrocar a Fernando Belaunde en octubre de 1968.
 
¿Tiene asidero tamaña especie? No. Es una leyenda urbana. Lo único que encaja es que no se sabe quién desapareció la bendita hoja y PPK ya era un muchachón con conexiones en 1968. Pero, vamos, no se le conocen antecedentes de ladrón ni de espía, ni estuvo en el cargo indicado para meter mano al legajo entre una transnacional y nuestra Empresa Petrolera Fiscal (EPF).
 
Más bien, PPK sí estuvo, pocos meses después, en pleno verano de 1969, envuelto en otro lío que enfrentó al Estado Peruano con la IPC. Pero vayamos por partes.
 
—La bendita página—
La IPC tenía, desde 1922, condiciones en extremo ventajosas para explotar petróleo en el norte peruano. Poseía los yacimientos de La Brea y Pariñas, y controlaba todas las instancias del mercado. Era una situación insostenible para cualquier gobierno de relente nacionalista. El de Belaunde lo era. Algunos medios periodísticos lo alentaban a que tomara los yacimientos y renegociara con la IPC.
Quien más reclamaba una salida nacionalista era Carlos Loret de Mola, el gerente de la EPF. Hasta que fue llamado a Palacio en la noche del 12 de agosto de 1968. Allí encontró a Belaunde con varios ministros y a Fernando Espinosa, el jefe de la IPC, con ejecutivos de su empresa y diplomáticos gringos.
 
En “La página once” (Ed. Libre1, 1978), cuenta de las idas y venidas de ambos bandos, con las hojas del contrato. La entrega de La Brea y Pariñas ya estaba asegurada, pero Loret de Mola bregó hasta que anotó de puño y letra, en la última página, la 11, el precio mínimo garantizado (US$1,0835) que la IPC le cobraría por barril a la EPF.
 
A Loret de Mola le marcó la vida lo que sucedió esa madrugada. El 13 fue un día suspendido en el tiempo, pues fue con Belaunde a Talara, a la toma simbólica de La Brea y Pariñas, y a la firma del Acta de Talara, que no era más que el inventario de lo entregado. Los diarios y la TV mostraron la bandera peruana flameando ante las torres.
 
Pero Loret de Mola sabía que era una farsa. La IPC seguía controlando las bocas de salida del petróleo y había desaparecido la página 11 del contrato. El funcionario lo denunció a cuanta autoridad pudo. Pero los ministros belaundistas no le hicieron caso; estaban hasta el copete manejando su crisis de gobernabilidad. Entonces fue a la televisión y contó, en los canales 4 y 5, que funcionarios corruptos se habían confabulado con la empresa extranjera.
 
Tal fue la conmoción, que precipitó el golpe de Estado del 3 de octubre. Y pocos días después vimos, manu militari, una nueva toma de Talara. Ese 9 de octubre se bautizó como Día de la Dignidad. Esta ocupación sí parecía ser definitiva. Pero tampoco lo era. Loret de Mola lo sabía y lo explica en las 600 páginas de sus memorias.
 
—¿Qué pinta en esto PPK?—
El joven Pedro Pablo tenía 30 años en 1968 y era uno de los precoces gerentes del Banco Central de Reserva, a las órdenes del gerente general Carlos Rodríguez Pastor. Sucede que, a pesar de los bombos y platillos con los que se anunció la estatización de la IPC, esta siguió controlando las bocas de salida del petróleo y remesando sus utilidades a la Standard Oil, su matriz en EE.UU. Para esto, necesitaba que el BCR le otorgara certificados de divisas, y el banco, como solía hacer en estos casos, le dio 13 autorizaciones desde octubre de 1968 hasta febrero de 1969. Las firmaron Rodríguez Pastor y PPK.
 
Loret de Mola, que había renunciado a la EPF pero era un referente en materia petrolera, le advirtió al propio Velasco que todo seguía igual en Talara. En su libro cuenta: “Velasco quería ponerse a cubierto de críticas por su inacción, y montó un aparato de investigación y punición [...] Designó la Comisión Carbonel que, naturalmente, acusó a muchos funcionarios del Gobierno, del BCR y de los ministerios de Hacienda y Fomento” (pág. 516).
 
La comisión presidida por el vicealmirante Enrique Carbonel se instaló el 27 de febrero y, con asombrosa celeridad, evacuó su informe el 15 de marzo. Este se publicó en El Comercio del 16 y señala a los responsables de que la IPC haya remesado S/2.000 millones de la época. En el punto E se dice: “Hay responsabilidad del gerente general doctor Carlos Rodríguez Pastor y del gerente Pedro Pablo Kuczynski, que decidieron los 13 otorgamientos de certificados de divisas sin las respectivas resoluciones ministeriales”. Más adelante también se culpa al consultor legal del BCR Francisco Moreyra García por asesorar a sus gerentes para que otorgaran los certificados sin el respaldo ministerial.
 
Conversé con Richard Webb, que trabajó en el BCR de aquel entonces, y me dijo lo siguiente, a propósito de los apuros de Rodríguez Pastor, de PPK y de Sandro Mariátegui, ex ministro acciopopulista que fue encarcelado luego del golpe: “Es el campo minado en la vida de todo funcionario público. Siempre hay un trámite que no se cumplió y por eso existen denuncias”.
 
Por supuesto, pedí a PPK su versión sobre el informe de la Comisión Carbonel. Me envió estas líneas: “El Gobierno militar buscó chivos expiatorios en los directivos del BCR de entonces. Nos acusaron de haber otorgado divisas sin autorización ministerial. Fuimos perseguidos y tuvimos que salir del país. Luego de un proceso judicial que duró 8 años, la Corte Suprema de Justicia nos absolvió de los cargos que nos hicieron a varios directivos del BCR”.
 
PPK suele contar que se fugó por la frontera con Ecuador en la maletera de un Volkswagen. Con semejante bautizo, conoce perfectamente los riesgos de la tramitología y de las relaciones peligrosas entre el poder y las grandes empresas.
